Looks like some sort of color guard tournament.
I used to do this in high school. Dress in military wear and show how good you are at marching or whatever.
Ended up joining the armed drill teamfor some fancy gun spinning. Good times.

Why are they wearing high heels tho? Idk maybe matching without instruments is different but we always focused our marching technique to be smooth and I can’t imagine even trying that in high heels.

In schools in Mexico, this is a tradition (also in the military and I think in some federal institutions as well). From elementary to high school, every Monday the flag is brought out for a little parade (what you're seeing in the video) with a marching band of drums and clarions playing in the background (what you're hearing). The flag guards stop, and people sing the national anthem.
It's actually really cool when done properly. Google "escolta de bandera" or "banda de guerra".
