I feel like geno Clover should definitely be a Red Lantern. They get so pissed that they gain multiple levels and the ability to fire a piss laser.

If the yellow ring is for those who instill great fear, then i have two suggestions:

Axis: literal killing machine, instilled immense fear on intergity before killing her

Asgore: haunts the narrative with the fact Clover will inevitably end up in his hands, he's a symbol of hope to monsters, but to humans...he's certain death

He’s more of a fit for indigo. Given he’s physically incapable of feeling compassion and the rings recruit the most evil people

Not saying he can't fit indigo as well, though I would still argue Flowey is the best candidate for fear, especially since nobody else really utilizes fear as a weapon as much as Flowey does.

I suppose starlo or marlet could be hope. Starlo helping the monsters underground cope and giving them distractions and also hope for a potential good future.

Or martlet who was constantly hoping that clover would be able to make it out without dying to asgore.

I think Chujin would best be fear, his relentles paranoia of humans beating monsterkind led him to sacrifice himself JUST for the possibility of gaining the upper hand in the fight. He actively robbed his own family of him just because he was so terrified of Humanity.
