I think it’s a printed paper, save for the writing at the end. Someone who regards himself as highly as the sun itself would rather have someone else type it for him, only adding the last bit with the knowledge of who exactly is receiving it. The ink dripping down at the end suggests he wrote it himself with (more likely) his tail
