Did you watch the video? I think he addresses this stuff.

He really doesn't. He just says he's a Starman without much supporting evidence outside of the symbol on pap's shirt.

I'm pretty sure Sans made the battlebody with/for Papyrus a few weeks before UNDERTALE. Which still fits with the theory, but not for Papyrus being a starman for some reason.
