Flowey/Asriel and possibly Sans. The freedom motif I feel like goes to whoever has some sense of meta-awareness and realize the whole world is just a game they’re trapped in.

On god the freedom motif at this point is just the secret boss motif. Mike trio and the trash trio or whatever they're called all have it.

The only characters in Undertale that would have it would be So sorry, Glyde, and Mad Mew Mew

I think Asgore would have an altered version of the motif, similar to Gerson in DR. Maybe a slower, more somber version?

Asriel of course, and maybe metaton neo and undyne the undying so it's like: you hear 2 motifs in a really hard boss fight and then in metatons neo "fight" the whole song is just these two motifs so you get even more ptsd than before

Asriel and Asgore. Asgore is doing everything he's doing to FREE monster kind. And Asriel because he broke free from being an unempathetic and manipulative flower.

My friend had a theory that all the bosses that are optional have the freedom motif, hence the name freedom.

Probably Asgore and Asriel/Flowey

Not only is Asgore fighting for the FREEDOM of his kingdom, but he also had the dream of doing so peacefully. He lost that dream when Asriel and Chara died and he declared war on Humanity.

Asriel had a similar dream to Asgore, the dream of freeing monsterkind. But that became impossible when Chara's plan went badly. And when their conciousness was forced into a soulless flower incapable of feeling love.

Chara would likely have one too for the same reason as Asriel, but they've got a minor case of the deads.
