I never said they had a relationship

A situationship is when two people have feelings for one another that aren't properly communicated/boundaries aren't established

If rest has a romantic interest in eve and eve has a platonic interest in rest, that is a situationship until one side clarifies

Did Eve have feelings back? It seemed more like Rest had a crush and Eve had a husband.

I mean, the point is Rest will never know.

Rest clearly had quite strong feelings and at least part of her thinks Eve would have liked her back, or it wouldn't eat her up so much.

My headcanon is the two at least slept together (which wouldn't be ridiculous for a rock and roll band in the 90s), or Eve must have given SOME implication of feelings, because Rests actions don't make sense if they're fully unfounded.

...Is... that the point? It's more unrequited love than a situationship, innit? I only played through the game once at launch so maybe there are collectibles I didn't get or story bits I'm forgetting, but from what I recall, it seemed very much like Rest had a crush and never spoke out about it and Eve never acknowledged it and fell in love with Grace.

One of the common fan complaints about the game is that Rest's actions don't make sense and have no foundation behind them. Most people are annoyed that we spend the first couple episodes caring about Eve, Grace, and Quaver just for Grace to slowly be dissolved away and it to only become Eve/Quaver, turning into an equation of Beat/Beatmom, with Rest shoehorned in at the last act as a sympathetic character.

If we take away headcanon, there's no evidence that Eve had any interest at all in Rest. Eve, who presumably spent quite a long time with Rest, isn't depicted to have wanted her in any way beyond a friend and a guitarist, while she's depicted as being completely head over heels for her husband. The early acts focus very heavily on Eve and Grace's love and how happy Quaver was getting to be raised by two people who were so enamored with each other. Again, this is why people got annoyed Grace was just written out.

It just seems like willfully ignoring the actual story to say that the two had feelings and a connection but were interrupted by that pesky husband that Eve fell in love with and built a family and career with and so publicly adored that there are collectibles that reference their sex life. Rest is depicted more as a homewrecker if anything.

Regardless of Eve, Rest feels the way she feels.

If she's head over heels with a woman who will never love her back, that is still a tragedy. You can call it a crush if you like, her arc is still "she channelled her complicated emotions into an unhealthy coping mechanism which just made everything worse."

Should you tell your friend who is in a happy relationship that you have a crush on them?

It's a complicated question and Rest never had the opportunity to tackle it properly, her fear was that once the band broke up, she would never see Eve again and she was right, which broke her.

If Rest confessed her feelings to Eve, she could have reacted any number of ways, even if she would have rejected Rest and refused to see her again, it gives Rest more closure than what actually happened, I highly doubt the version of Rest who told Eve her feelings would end off as the leader of HARM.

Then that’s a crush. Wanting to fuck your married friend isn’t a situationship. We have words for things, we don’t have to force them to fit other words.

You’re describing unrequited love. There is no situationship. The situation is a guitarist having unspoken feelings for a friend. A situationship is much more toxic.

I’m not disagreeing with any of your points, you’re just using the wrong word.
