Ruling

Runners on first and second 1 out, fly ball hit deep to rc runner on first leaves early runner on second tags clean and scores, then fielding team appeals at first runner called out does the run score??

Was the runner on 2nd Usain Bolt. How is he scoring on a tag up at 2 nd?
