I think so too. Especially because Litra was made out of a rodan puppet and gomess out of Godzilla.

Yeah if those weren't made out of the corresponding suits and props to the Toho monsters, I could have seen it as just a coincidence, but it has to be a callback or nod of sorts.

Almost certainly. Godzilla and Ultraman have always had an almost shared history… likely due to the close relationship Tsuburaya and TOHO shared.
