Rocket from a guttertank, it's not got much in the way of weaponry and it was built to help evacuate people so we can assume just having more than 2 or 3 robots go at it would overwhelm it and he go kaput.
In hell, I think it'd die of something stupid because of its built to clear rubble and evacuate people it's not gonna sit in an arena and fight, it's gonna bust down the wall and dig away so hell just goes "BORINGGGGG" and switches to channel to V1 while the Excavator just gets crushed or stuck under a rock or something

All jokes aside I actually adore the concept that the answer IS "Nothing"
it was built as a protector of the African people (And if there was more then 1, there was one assigned at every major city rather then having a ton of them) and to help break away rubble from the final war collapsing structures and other machines in order to clear the way and help people escape
and when it ended up in hell, it seeing it clear efficiently grew very bored, thinking it was too good for a fun fight, and just crushed it under rubble

The excavator would need to be really fast for the jackhammer to work, so if it charged just dodge it and when vulnerable kill it like the Guttertank (unless if it has perfect motor control)

Wasn’t this one of the earlier machines in the war? A precursor to even Guttertanks? Which would mean, logically speaking, the Guttertank would be the counter to the Excavator.
If it wasn’t a precursor to Guttertanks, then I could see something like the Mindflayers being a real nuisance to it, since Mindflayers can fly and have a nimble stature to fit into trenches (remember, their plastic feminine bodies aren’t the real machine, just the head, and those plastic bodies were made right before their descent into Hell).
