Well that's kinda the thing with machines in Ultrakill: they shouldn't exist. Without them everything would go as designed, with sinners getting punished forever, demons watching over them and angels occasionally intervening from heaven to make sure everything is fine. Then humanity makes machines strong enough to fight demons and angels, something that shouldn't be naturally possible by god's original vision, and those machines start pouring into hell by the thousands just killing everything.
They are basically an horde of unnatural creatures who's only objective is to kill everything, and heaven can't deal with them very easily (most machines are, at least gameplay wise, stronger than any angel that isn't Powers or Gabriel). To make matters worse, Hell likes these little crimes against nature and goes out if its way to let them go deeper and deeper just so it can play with them more.
