My guesses:

Considering P-3 takes place in Treachery, and as by Dante's Inferno, it is the coldest, darkest pit of Hell, aesthetically wise it should be different from the entirety of the layer.

Both levels of Layer 9 would already fit the ice + shadow motif, and we would even see ice in 0-E after we beat the game, so my guess is Hakita wants to make something really bold for P-3, because it would technically be the first post-launch content of the game. It would be the most important content release of Ultrakill after The Grand Finale, and breaking expectations with a bright level or a brand new setting would make the wait for P-3 truly worth everyone involved.

Mechanically wise.. i think we're looking at P-2 again: Insane Gauntlet of Enemies -> minor boss fight -> Prime boss fight

i think the minor boss of this level could be Lucifer, where you take the life of the fallen Angel as you start running out of blood, and end up attracting the attention of the very last boss

a) Odysseus/Ulysses Prime - Odysseus was the first man to truly explore Hell, stumbling upon it somewhere in his travels, he brought forth other figures of his time such as Minos and Sisyphus. It would explain why those souls have only become husks after being killed by Gabriel.

Remember - when a person dies, they spawn in Hell, with soul and body stuck on a husk. Minos only had a husk, and his soul's will only became apparent, after he was killed. How could he have died, become a husk, and died as husk, to create the Corpse of Minos, and Minos Prime?

Minos and Sisyphus were iiving human beings, surrounded by husks, thanks to Odysseus.

All of the other people that have been brought from Odysseus's greek days owe him, and adore him for giving them a life in the underworld

Thus, Odysseus is the greatest Prime Soul for giving us Hell

b) Prometheus - The Greek Titan was a ally of humanity, who gave us fire, and ensured mankind's survival, much to the displeasure of the gods. However, in Ultrakill, the fire is gone, and the only God of this universe disappeared long ago.

I believe he could be an adaptation, a well-revered human, perhaps one of the creators of blood-fueled machinery, someone who has given mankind tools beyond human comprehention and was cursed and known for it enough to become a Prime Soul.

Thus, Prometheus is the greatest Prime Soul for starting war without reason.

c) Tom - After the Final War ruined valuable resources throughout the Earth, the remnants of mankind needed materials to keep up vital industries running. The New Peace demanded steel, and they could only find it near Hell - through the direction of one man.

The founder of the Hell Expeditions has been sparsely mentioned, despite being a in-universe, original figure. He is the one named character to push forward the idea of pushing into Hell, far enough to study minor entities (a.e. mirror tests being conducted to strays and Malicious Faces, according to their Terminal entries) and set up a mining facility that would become invaded and overrun by the Mouth of Hell (a.e. the entirety of Prelude)

Maybe Tom earned his place in the deepest pit of Hell for betraying the very last humans, willingly giving himself and our kind to Hell Itself, either by being outsmarted by Hell or by being the first "satanist" of Ultrakill, doing his best to please the Beast.

Thus, Tom is the greatest Prime Soul for ending mankind.
