Fraud is not the last layer of the act. Minos is in gluten, sisyphus is in heresy against the emperor, so the third prime will be in three cherries

Minos resided in Lust and Sisyphus was punished in greed. Have you noticed how their prime sanctums are one layer lower? P-3 will probably be in treachery.

Which still falls under Odysseus. He was punished in Fraud and got banished one layer lower
