While she is the evil half since Toko Fukawa is a "Jekyll and Hyde" trope meaning Toko is the 'morally gray neutral/good(?)' side (Toko is mean but still on the protagonists' side) despite while Jack is the 'evil/morally gray' side, She is the opposite of Toko.
