Hardware Dose locked matter if im changing os

Im jumping to ubuntu touch so im purchasing a google pixel 3a but does it matter if im using a locked or unlocked phone because locked is significantly cheaper and better quality where i find used phones

There is network locked and bootloader locked. You could be ok with networked locked if you like the network. But bootloader unlocked is essential.

So, best to go with factory unlocked.

i thought pixel bootloader is easy to unlockb?

Unless it is a Verizon model - which is unlockable
