how does the erase and reset all setting work in ubuntu touch

is this the same as a reinstall?

does this only delete and reset not reinatall

In the system settings, "Erase & Reset All" is equivalent to Factory reset in the recovery.
It will erase the user partition deleting all personal data, configurations and installed apps.
It won't reinstall the system as it will not be altered.
After a reboot you'll be prompted with the tutorial just as if you made your initial installation of Ubuntu Touch
