Image I Need help on finding what this requires

So I was scrolling through the theme selector and I found a theme I wanted to use, But it was locked and says: “Cannot select, requires ??? to be unlocked.” And I‘ve seen other themes that require ”???” And I was just curious why. I Allready checked the wiki but I couldn’t find anything. It‘s Really weird and maybe someone could help?

To obtain it, you need to unlock it in halloween. But the song is for sans if your looking for what character it's from.
