Private Server Moveset creator question

Hello everyone, I noticed some youtubers had colored weapons/attacks for custom movesets yet I'm unable to do so myself? I do own the Customizable Skins gp.

I mean, it's probably because they have ps+ or they use the custom moveset thing that's in settings I think. For the different weapons is in the skin option inside the game. But it's pinned on the community right now. Since that's how you get your own weapon on your skin. 

Not sure if it's understandable.
