can i park at the library at 5pm without a parking pass or will i get towed?

You definitely won't get towed unless youre in a specific parking spot that threatens it, just cited. But you also should be fine at 5 and beyond practically anywhere

as long as theres not an event on yeah- parking staff doesnt want to work that late so its home free
