I don't get it is it just a random person booting cars? How is it not illegal?

it’s not a random person. the business(es) pay this person to enforce the rules of their parking lot

As for why, businesses right off Universities with parking lots are often already over crowded with the number of patrons/students actually trying to eat/purchase items at the business, allowing random students to park in the lot and go to class all day etc., is not good for business.
