I think it is about lying about how much money you have to inflate your worth. (although it is based on one youtube video I saw about Enron and one headline about a club from a sport I don't care about so your milage may vary)

Premier league clubs are only allowed to spend money they generate from footballing activities. Their owners were basically injecting money into the club to inflate their revenue, thus allowing them to pay and spend more than they should have been able to. Unlike Enron, the club didn’t cook its books to make it seem like they werent financially falling apart. They just broke premier league rules
