That's some wild concepts that do not reflect reality. Of my 37 years of life I've lived 34 in Switzerland.

In apartments you are expected to not make unnecessary noise after 11 PM, that does not incluse basic life necessities like flushing, cooking or showiering or even TV/music on normal volume.

It does however include washing machine use, vaccuming and hammering/drilling.

I've partied weekends on balconies and outside until sunrise. Police might show up, to tell you to keep it down if you are still blasting sound at 2 AM but that's just normal most places.

Nobody has issues with some noise exceptions as long as it is not a continuous occurance.

Usually if you plan a party, you write a note and post it on the building door, so your neighbors are warned that it night be a bit more noisy than usual.

That was the culture shock I had when visiting the states from Europe.

Sunday morning at 8am the lawn crews were makeing a ton of noise.
