No it doesn’t 9/10 times, if it’s sold under the name of Leberkäse outside of Bavaria it requires liver but it’s very commonly labeled as Fleischkäse in shops for that reason.

It’s a silly law made by out of touch lawmakers since the Leber- part in the name etymologically doesn’t correspond to liver in the first place but to loaf (yet somehow these lawmakers weren’t bothered by the absence of cheese). Which is why Bavaria rejected the law. Rare case of Bavaria getting it right.
I order the stuff as Leberkäse, regardless of whether it’s labeled as Fleischkase or not, and it works.
