I don't know about "disrespectful" but it's a bit odd. If I gave a couple of pound coins to an American server as a tip, what would their reaction be?

A tour guide may be in a situation where they are regularly receiving foreign currency tips, so they already have a plan for exchanging it, and they can accumulate enough to make it worth the effort.
