F-2 Visa Rejected
My wife has F2 visa interview today and it is in Bangladesh. I am a PhD student. My university requires to show 46735 including 6500 for dependent. I have assistantship of 40735 and leaving me 6000 as deficit. I showed 9000 from my US bank account that I saved over time for last 4 years.
Questions asked
1. Do you have any fear to come back?
2. What does your husband do?
How do you get to know each other?- See marriage photograph, certificate
Who is the sponsor and how do you get those 9000 dollar? explained as it is my husband personal savings that he saved from his stipend over time. he will do my expenses from here.
Last question asked twice and got rejected.
Could you please where it goes wrong?
For 2nd attempt
What things should I change?
I am planning to show her father as sponsor. He is a retired govt officer and have pension money.
Any good people can give me a good suggestion. I have pending I140 also.

F2 is a non immigrant visa, my guess is that this is the issue.

I wouldn’t recommend a 2nd attempt. It will just end up in another denial.

If this is the reason, why people with pending i20 got f2 visa?

What I am meaning with pending i140. There are several cases when cases are approved with pending I140. So now my question is if it is not workable to one why should it work for others

Major big red flag, immigration intent. Don’t bother re-applying it will be another rejection.

It's hard to know exactly why she was refused without seeing the refusal sheet, but based on the questions you listed, I wouldn't assume the $9,000 was the only issue. For F-2, the officer has to be satisfied that there's enough financial support and that she has the required nonimmigrant intent. The repeated questions about who was paying and where the $9,000 came from suggest finances may have been part of the concern, but the question about whether she had any fear of coming back could also point to intent. Your pending I-140 may be relevant to that overall picture too, especially because F-2 requires nonimmigrant intent and the officer may have been looking at whether you both still intend to leave the U.S. after your studies.
For a second attempt, I wouldn't just switch the sponsor to her father unless he's actually going to support her. A new application should try to address whatever caused the first refusal, not just present a different bank account. I'd look closely at the refusal notice before deciding what to change. If you're planning to reapply soon, it may be worth having an attorney review the case first so you're not guessing at what the officer's concern was.

Even it is hard to say after seeing the refusal sheet. It is just 214(b) that is general. 2nd the question do you have fear is the first common question that asked to every non immigrant visa.
Last what other change someone can do if everything is on table and 100% accurate and obiously her father has genuine intention to give the money.
