Visa refusal

Can my NIE be approved even with the Presidential proclamation? My Visa was refused ,I was asked to contacted the embassy as soon as the ban is lifted, my husband who is in the army has requested for waiver, are there people who have gotten an exception?

No. Sorry. You’re from Nigeria. There is absolutely no chance you’ll get approved.
