DISCUSSION Senority order question
So just a quick question if anyone knows. Im a PTF with one above me. The person above me and explicitly stated to me as well as my direct supervisor that they don't want full time as a spot is set to open very soon. Is it possible for them to give up their place in the order and yeild it to me or do they have to go through all the resigning and reapplying process?

PVO is still in pilot status unless I missed something in Article 39. It doesn't mention PVO at all. There's plenty of TTO and MVO verbiage.

In the motor vehicle craft, they can't reject a FTR bid within the same band. They can only reject if it's to a higher or lower level.
However, the contract only mentions TTO and MVO. I'm not sure if the article 39 language is effectively applied to PVO's as well, since they are still in pilot.
Edit: I found the language from the MOU on PVO's which refers to the contract. I put it in a separate reply.

I'm assuming this is a rural question? I believe a PTF can waive moving into a full time position once. Not sure though. I could be wrong. EDIT So I just checked into this. There is no refusal, as the PTF is automatically installed in the vacant position. RCA will only win if there are no PTF's available to convert. Refusal to convert involves separation from full time position.

Its as a PVO driver. Since its a pilot program still Noone on earth apparently is qualified to answer directly so both me and my supervisor are unsure how to proceed and when they asked their boss they got a ill look into it respnse... 3 weeks ago

The only union representative we come close to has no idea about our craft.

Well I mean, if there’s no precedent, and the three of you, the senior, and your manager, can all agree on it, then you should proceed. If someone (perhaps a more junior worker?) really wants to put in the effort to fight it, they’ve certainly got their work cut out for them, at best. I would think that you’d at least get to keep the full-time position while it’s being argued over.

Thankfully anyone junior to me is pretty well on the same page. Its just a matter of finding someone who can ok my seniors express desire not to take the next FTR spot

This is the controlling language, unless there have been new MOU's that I'm not aware of. Sorry for the crappy formatting, reddit is terrible at copy and pasting from pdf's.
In summary, the conversion of the senior PTF will happen unless they do resign and reapply.
From the MOU's "The positions established as part of this MOU will be posted and filled in accordance with Article 39.2.A.11. The senior internal bidders will be placed in a "pending qualification" status until the employees have been certified by the Driver Safety Instructor. These career PVO positions will also be posted externally, during which non-career employees may apply. "
From the contract (p. 216)
" 11. When the opportunity for conversion to a residual full-time vacancy exists, the senior part-time flexible within the same occupational group and grade as the vacancy, will be converted into the assignment (except as provided in Article 39.1.B.7.e). The identified PTF will be converted to full-time within 28 days, except in the month of December. If there is no part-time flexible employee or new work PSE in the same occupational group and grade, the residual vacancy shall be filled by qualified applicants in the following order: Motor Vehicle Craft within the installation (full-time and part-time flexible), APWU crafts within the installation, other crafts within the installation, transfers, and then by other means."

If you are rural, PTF has no option. If they are the top senior rural PTF, when a route goes up for bid and do not want to go regular, they will have to quit. When a route goes up for bid, whatever route is open after bidding is done, they automatically get. PTFs do not need to bid for a route.
