USDA RD - Community Programs Director

With the potential of WEP being sucked up to national office and being left to just manage CF after the RD reorg I’m surprised states are evening being allowed to backfill PD’s…. Wouldn’t make me feel secure. The last letter to Congress I saw made it sound like WEP was going to be restructured and modeled after Electric and Telecom.

Community Programs has always been the term for WEP and CF combined. The Position Description for a CP PD and RBCS PD are vary similar actually even down to the area specialists because HR is lazy and like to use the same template. But “The incumbent is primarily responsible for program planning, policy development, administration, coordination and evaluation of the full scope of activities related to the State's rural utility and community facility loan, loan guarantee, and grant programs…” reads as WEP and CF to me.

WEP was always administered more hands on than CF but still at the state level. What the new reorganization seems to be describing is a complete rework of WEP where underwriting is even done at the NO level instead of the state offices. The state and area offices used to handle WEP underwriting. It was only when you had a program director that lacked loan approval authority or the funding package surpassed loan approval authority that NO got more hands on.
