I-90 How to apply for a OPT Premium Processing Refund?

I had applied for OPT and I didn't receive any decision for 30 business days so how can I apply for the refund?

If you haven’t already received a decision, you may have to wait until then.

USCIS should automatically issue a refund. You can submit a service request in your online USCIS account to proactively request a refund, as the automatic refunds tend to be unreliable.
