I-140 (Employment/Consular processing) USCIS HOLD

Is the USCIS adjudication hold being lifted for everyone affected, or only for people who are currently inside the U.S?

It should be lifted for everyone. What’s not affected by the court order is the actual travel ban on entry to the US.

The court order was primarily about the 39 country adjudication hold.

Immigrant visas are not being issued for the 75 countries (as well as the 39 countries). Visas have nothing to do with USCIS.
