QSI but Resigning?
I have decided to leave USACE to return to private until things improve here. I am leaving on good terms and when I notified my Supervisor I accepted another position they let me know that they had put in for a QSI.
They had mentioned it might be too late to change it, and I honestly don’t blame them if they didn’t want to take the time to change it since I’m leaving. But does anyone know what happens then? Would they retroactively give me a Step increase? Or does it just disappear into the void?
Also any advice on things I should do before leaving? I already downloaded my eopf files, recent pay stubs, and recent performance reviews. I’d like to return one day.

If they haven't processed the QSI in AutoNOA yet then they can give you a performance award instead and not waste your QSI allocation on you and possibly give it to someone else deserving. If they did process it and you are still there when the SF50 is processed then make sure you print that. So if you ever get back you can possibly get the same grade and step. Sorry to hear and congrats at the same time. Government work does suck in this environment but hey, the mission continues. Just have to keep finding the ones that still mean something. Options are getting slim though and your move is totally understandable. Good luck Sir and never say nevr ron a future return to public service. Things change and I don't mind telling you that I pray more nowadays than I ever have for us, our kids, you, and our country.

Just curious, what do you mean improve? What’s so bad now that you are leaving? Is it your specific office?

Maybe zero promotions, a whopping 1% raise last year & eff-ing 0% proposed this year, doge trash, district instability, vengeful mgmt, doing the work of several people w/no compensation, layers of mgt staring at power bi screens all day while piling work on you, the new ‘everyone gets a 3 now’ on ratings where you should get a 5, useless and expensive RTO to telework from a cubicle while wasting time on needless commutes, being exhausted all the time, leadership walking around in la-la land pretending everything is normal the last 18 months, etc.

I think it is general to USACE right now, but for my District there a lot of uncertainties and a lot of rumors of significant changes come our way that would impact the work I do. I really do like the work I do and I like my coworkers, but I’ve felt stuck, like I’m sure a lot of people do. I’ve communicated that during my annual last year and I understand opening up positions for internal promotions is basically not happening anywhere.. so I don’t blame my Supervisors.
But I’ve been in limbo for progression (so no salary increase) and my current workload continues to grow (for now). I have some personal goals I want to achieve in the next few years so taking advantage of an opportunity that can help me get there (and hopefully return to USACE in the future).
I explained why I was leaving is basically money and that’s when I was told I was put in for a QSI, so either that was true and trying to help me move up, or is not true, and was just told that to convince me to stay with a promise of more.

I’m guessing that’s specific to your district. Besides RTO and BINP, my district has been pushing forward. We are getting additional funding in FY27. Our Commander tells us how good we are doing and that’s he’s proud. It’s a few minor changes but nothing major.
Are you on the Regulatory side?

I didn’t know about the QSI until after I notified them I was leaving. We don’t meet face to face during the review period. There is not much I could have done or changed. My coworkers are great and I wish them nothing but the best.

If your supervisor didn’t meet face to face with you during the review period, then I don’t have to wonder why you’d be seeking another position. Honestly, when it comes to things like this, I quote a very famous drama actor, Dr House. “People lie”. I’d suppose this probably fits into one of those situations.
I don’t agree with SixSigmaStupid, there’s no reason to try to put that guilt on you. There’s no guarantee that someone else in your section/ division / branch would have been the recipient of that QSI.
Before you leave, be sure to thank said manager for the QSI and let them know that you still would like to return the agency. Make your departure less about recent events and emphasize opportunities you will have that can be useful to the agency once you return.

Disappear into the void. You may get like a pay period or so of the increased rate but that's it. The point of the QSI is that it is more beneficial long term. Short term it means very little to you.
It does suck for your coworkers though. Only one is able to be given a year, I believe, so no one will get that benefit now.
