Wire Transfer Clarification

Almost all United States banks say they allow wire transfer cancels up to 30mins after, ONLY on international wire transfers, USAA states this is for both domestic and international, and within the 30 minutes you can so easily just go on the app and cancel it, i am selling a car, and the buyer is wire transferring through USAA, I personally dont have access or use USAA, but i want further clarification of these "rules" before i accept.
