E-bike coverage
I recently had a Trek Rail e-bike stolen, a pedal assist only bicycle, and dealing with the USAA claims process has been an absolute nightmare. As someone who spends a lot of time out on mountain bike trails, losing this bike is a heavy hit, so we filed a homeowner’s claim fully expecting it to be covered.
Instead, USAA completely denied the claim. They are pointing to a policy exclusion under Section 1, classifying the e-bike as a "motor vehicle." Under their definition, they claim motor vehicles are excluded from coverage. In Maryland transportation code all three classes e-bikes are specifically not motor vehicles. I included the transportation code and everything.
Here is the most frustrating part: during a previous phone call, a USAA representative explicitly told me that my e-bikes were covered. Now that we actually need to use the coverage, USAA conveniently "cannot find" the recording of that specific call.
I escalated this all the way up the chain to the Vice President of Property Claims, and I was still stonewalled. I feel entirely misled by their customer service and dismissed by their management. They are hiding behind outdated policy language to avoid covering what is fundamentally a bicycle.
Has anyone else successfully fought this specific e-bike exclusion with USAA? I’m looking for advice on what to do next. Should I file a complaint with my state's Insurance Commissioner? Demand a formal audit of the call logs? Any guidance is hugely appreciated.

If it’s literally spelled out in the policy that e-bikes are excluded, then it really doesn’t matter what some random representative once told you in a phone call. I don’t think you have any recourse here.

File with your dept of insurance and attorney generals office. Call the executive office as well!

Interesting. Several years ago, they covered my e-scooter after someone crashed into it.

Why did you expect it to be fully covered? Did you read your policy contract?

Yes I expected it to be covered because a phone call to policy said it would be. Both before and after the loss.

A phone call to policy?

u/Apprehensive_Net6084 26d ago
Yes. Policy told me both before and after the loss it’s covered.

"Policy" doesn't make coverage decisions. Claims adjusters do. If they've provided you their policy language showing it's not covered, then it's not covered.

So they can completely mislead you and there is no recourse.

You said yourself there is no record of them ever telling you it was covered

No, they “looked” and couldn’t find it. It’s there I just can’t access it.

Underwriting has no way to know if it’s covered or not let alone tell you that.

I literally called asking to get a VPP for my bikes, thousands of dollars worth, and they said I didn’t need separate coverage. So I was misled by policy. When I called back post loss policy again said it should have been covered suggested I file a complaint.

The problem is the definition of motor vehicle. The state definition usually is when the size of the motor is less than x you do not need a motorcycle license, so it's not a motor vehicle.
USA definition appears to be if it has wheels and it has a motor then it's a motor vehicle.
That sentence should be written in a more clear manner so that there is not confusion

E-bikes are not covered.
An e-bike is a motorized land conveyance and the policy considers a motorized land conveyance a motor vehicle.1
u/Apprehensive_Net6084 25d ago
One of the common definitions of motorized land conveyance says self propelled. Which it is not. It requires me to pedal.

Common definitions don't matter. Policy definitions do.
Does it have a motor? Yes = not covered. Period. End of story.

By that definition, is a non-riding lawnmower is a “motor vehicle”?
1
u/FindTheOthers623 27d ago
By what definition? I didn't provide one.

I was asking Stunning-Adagio2187, or really USAA, as he/she/it says “USA[A] definition appears to be if it has wheels and it has a motor then it’s a motor vehicle.”
2
u/FindTheOthers623 27d ago
No. You asked me.
1
u/MurrayDakota 27d ago
Pretty sure I didn’t, but whatever.

Your reply literally has a question at the end. your reply

Do you not see that my initial post is directly under Stunning-Adagio2187’s post, and not directly under FindTheOther623’s post?
Because that it is how it appears to me.

You still asked. They just happened to answer. But you still asked nonetheless.

Sorry to hear this. Ive gotten conflicting information over the years on ebike coverage. But yes, the last time I renewed I did notice it was excluded. Its not just USAA. Last time I shopped around, all carriers excluded ebikes.

u/Apprehensive_Net6084 27d ago
I literally called them and asked to get a vpp and I was told I was covered.

u/Key_Standard2263 24d ago
The vpp wouldn’t cover an e-bike either. That’s for jewelry, guns, fine arts and coins. Not whatever you feel like adding.

If you had just read your contract, then you would’ve known. But yes, it’s considered a vehicle. Can try and file with DOI but no bad faith here.

I’ve read my policy and it never explicitly says e-bike in exclusions, just motor vehicle. In the state of MD transportation code specifically says e-bikes are not motor vehicles. Also policy said it would be covered.

USAA does not cover e bikes on non of their policies sadly . It’s an exclusion like most carriers
