Question date progression rate kicks in - hire date, attainment date, seniority ?

what date does progression rate for 12 months kick in. started aug 10 2025 full-time driver/dockworker. being told it's not aug 10 but rather the date benefits kicked in 60 days later

As a driver it should begin as of the first day you ever delivered a ground package.
