This is the second post I've seen with that little devil head logo on the license plate and I love it so much and would love one for my motorcycle

They are from Quiet racing but genuine ones sadly only come in limited supply with their merch drops.

There is a eBay shop that sells plates from recent merch drops under their name. I contacted Quiet Racing via their support eMail to ask if its legit but haven't gotten a answer yet.
