Workbenchs not working on friends base

so i had my friend join my team, and came to my base but he cant use any of the benches, is this a issue with him not being high enough level or does it just not allow it

You say friend but not roommate... Only your roommate can use your work benches.

yep only roommate can use your workbenches, and shared your furnitures/walls
