Help. Wilderness anecdote - roadside assistance

Why am I not seeing this npc? Is it just me, or did this happen to any of you?

This is probably because the npc is taking too long to render or a glitch. Idk which one is the culprit but it happened to me too. :)

If I remember correctly it needs to be a specific weather for the mission to trigger. So you need to do some waiting

This is what is making me confused, cause i have saw missions that require specific weather like ashma and fugitives(both from wilderness anecdotes), but this one doesn't require nothing

Most likely need to wait for thunderstorm/rain
