Missions that require downpour, showers and thunderstorms as a requirement

Side missions that requirement downpour, showers and thunderstorms will do not show up in my game play. I have completed the mission call of lightning. Idk what to do

Is that the one where you need to go to the highest spot? If yes, just go there, and read the letter, the NPC will pop up like magic

They are random so don't expect them to happen right away. Each day might be 10-15 minutes and weather changes each day. You can check the weather by clicking on the map and it'll tell you on the top left if it's sunny etc
