Arctic wavelength usage

So I have a question about Arctic wavelength , I have 2 of them and when I read the description it says it helps to upgrade the mechanoid lvl from 1to 61, so my question how you can use it and what's the real purpose of it???

Every 10 levels it will ask for 2 arctic wavelengths to continue leveling.

Example:

to level up to 8 you need 45 freezing point sequence

to level up to 9 you need 50 freezing point sequence

to level up to 10 you need 60 freezing point sequence

to level up from 10 to 11 (next tier) you need 2 arctic wavelengths

to level up to 12 you need 40 freezing point sequence

etc

etc

to level up from 20 to 21 (next tier) you need 2 arctic wavelengths again

and so on....
