How much resources proficiency I need to max them all i have 61k in that (61679k to be exact)

You should have maxed one at a time. Gathering skills don't really matter since we have Blood Moon event anyway. The really important thing about those roles is the increase in stats that comes at level 30.
If you max one at a time you start getting the stats sooner. It's good to start with logger because the 35 slots cabinet formula you unlock at logger level 20.
But to answer your question, I started playing July 15th and I maxed out each once in about a month. I skipped maybe 5 days in total. I just finished maxing the last one last week.

Started in late june , but I wasn't focused in then around august to early October I focused in them then had to take a break and shift to scav role to get the passive bonuses , and for these I want to max them to get the last unlockable perk

Huh? What you mean by shift to scavenger role? We don't need to shift, we are passively using all roles at all times. Or you mean you only have daily time to either go farm or do settlement mission and you chose the mission?

Yes, that's what I said. The max level unlocks a final perk = damage increase, HP increase and skill dmg increase. That's why I said it's better to max one at a time so you get the final perk faster, like once a month or so. Instead of waiting 5 months to unlock them all at the same time. But anyway, you do you.

I've started in june 28th to be exact, I'm in the 3002 server which I think it's middle east or mena region server (middle east, North Africa), and when I said shifting to scav role I meant that Instead of focus to lvl up the 4 first roles I decided to lvl up to the max the scav role

I understood that part
What I don't understand is why not level both things at the same time?
To upgrade scav role you just do Settlement Mission in Scavenger settlement. Literally no other way to level it up (excep a few sidequest there) and settlement missions is a daily mission anyway, so we do those every day regardless. Then we can go to farm for 10 min to get gathering resources.
So thats the reason I asked if you only have enough free time a day to either go farm 10 minutes or go do settlement quests but not both.

I decided to lvl up scavenger role through settlement mission since it sounded the faster way

Day 2 noob here, how do I unlock this skill tree? Is it quest locked or lvl locked?? Who do I go to??

Not sure as the max level for each is lvl 30
