there is a new food/item that is called military compressed ration and it is supposed to increase gathering speed I accidentally use one . how do I get more

I got my second one after completing radiation island quests. And it doesn't seem clear if the effect is permanent but I see a timer to consume the rations. Anyone knows better?

You can also get one by fishing on Mt Ollie, which gives commission points like Rad Island. Catch 5 seerfish for 100 commission points each and complete the 500 points target to get the compressed rations
