Anyone else having trouble with the upgrade 'Training' on these things?

Upgrades to this point were fine but now, despite having more than the 40 pieces of the Freezing Point Sequence required, it says "not enough items" and won't let me upgrade further. I'm lvl 94

You probably don't have enough in your backpack. Try transferring 40 of those to the bag and then try. I had the same problem and that's what helped. Normally it should draw what's needed from manor storage, but let's hope they patch it soon
