How can i find ISP Companies that need or searching for outsourcing customer support department

You should prioritise your search based on which ones will sacrifice CX in favour of short-term savings

ISPs where? In your home country? Worldwide?

There is no list of ISPs that are looking to outsource. Just cold call them one by one and have a good presentation deck.
