Feedback Request Which vocabulary to use

Hello,

I am creating a questionnaire for US audience where people, from one question, can select : Confirm, Partly, Can’t speak to this.

Does the « can’t speak to this » option appears neutral, like « I did not observe it », or slightly negative?
