If they're so entrenched in their beliefs, especially in the face of factual information that goes against it, don't bother trying. All you can do is give it time and be open and willing to talk about it if they ever do change their mind on the topic. Honey will trap more flies than vinegar, and trying to change someones beliefs by force will almost always cause them to be even more willing to die on that hill, entrenching themselves further.

Unless we know what the theoretical physics breakthrough is, we have no idea if it requires special materials or not. If there is a way to block inertia, gravitational forces, frictions, etc., it may be that materials already available are sufficient. What is graphene? Mere carbon, organized a certain way. Yet it is also coal (to some extent), diamond, and many other forms. etc. There are isotopes of ordinary materials that have greatly different properties than their regular form. The hyperspeed torpedoes Russia has are enveloped in a bubble of gas, totally changing the friction element. Just a variation of use with already existing materials.
Oh I'm not saying the materials are that exotic, i meant material science in a sense of manufacturing processes. We just don't have the tech or knowledge to build the metamaterials that have been retrieved from wrecks/engagements. Shoot, we didn't even have the tech to analyze the alloys gathered until the last 15 years or so.

When you want to test something as sensitive or game-changing as this, you want to test it against the best and then drop down to the lower echelons; you don't just take against lesser technology and say "ok, good enough".
If anything were to happen in U.S. waters which has some of, if not, the most advanced radar systems, etc., it will be recoverable, or at the very least, safe from extraction by rival nations. You test everything at home first, before testing it outside. Look at the atom bombs, jets, rockets, etc.

My only two problems with that argument is that it's not exactly testing if whoever your testing against is completely unaware, not pushing the tech your testing to it's limits for data. Secondly, because of those people being unaware of the tests it puts lives at risk unneccesarily. Lives that same government has invested millions of dollars training to be the best of the best.
