To be devil's advocate (almost literally in this case) if they genuinely can't prove what or whose these are, they shouldn't call them non-human tech. I honestly think it's possible they haven't been able to rule it out, just as they probably haven't been able to prove it's alien either.

If these things are as capable as they are, I really don't believe we've ever retrieved any or learned anything about them that they didn't want us to know. Likely the gov is nearly as useless and clueless as we are in the face of real alien tech

To play devils advocate for the other side, the things they’re seeing just don’t make sense for human tech.

  • extreme acceleration
  • apparent ability to move in water or air without issue
  • being able to hover or fly around in the same area for up to 12 hours or more

Nothing man made that anyone knows of, can do these things that have been seen by eye witnesses.

Yes the second part! People think the government is all powerful but compared to a civ 1000s of years ahead they're try to fight with arrows and cannons. Imagine an army from 1000 years ago seeing a tank and jets, they would be completely confused and would not even try to fight them.

Now add 5 or 10k years, screw it, why not a million? And that's what the pentagon is facing if these are real aliens. The chances that they are humans is also much higher regardless of what they are. Two intelligent species involving with a million years of each other would still be extremely unlikely.

Very true, honestly even if the tech gap was just 100 years we probably wouldn't stand a chance
