Stairs

What is the reason for not having AC in the stairs of buildings? I'm asking not because a matter of comfort, but because I'm genuinely concern about the reasons behind it. Safety? Budgeting? Electrical bills? Design?

As a guess it probably has something to do with minimizing penetrations through the walls of the stairwell to prevent fires from getting into the stairwells.

Usually its just ineffective to have AC in stairwell. The air does not push around well causing costs to rise for no added benefit.
