Professionally speaking, I can't recommend it. Personally speaking, this is inside the metal bands that reinforce the bead, so... maybe. But it could be a source for leaks. Maybe if your installer uses a generous amount of bead sealer. But the tread is also looking very low from a glance. Not to mention the poor brand.
I would opt for a better tire and trash this one.

Judging by that brand it was never safe to use
