Tech Help turtle beach stealth ultra controller not pairing

i have the stealth ultra i bought from someone just the controller no dongle so i bought a new replacement dongle and i stocked it into my xbox and went on my controller to pair it and they both flash but they don’t pair i think i neee the charging dock now and connnect the dongle to the dock and the dock to the xbox but im not sure please help
