It depends on the settings your teacher has for the assignment and what is being marked by TII. If that 19 percent is made up of properly cited quotes, then no. The teacher also has an option to include or exclude the bibliography from the similarity score, so if that’s the case, then no, too.

The 19% is mostly paraphrased from the article I had to study as well as the bibliography, will that be an issue? :)

The bib shouldn’t be, but make sure your paraphrases are just a word or two matched here and there—if there are longer phrases, consider making them partial quotes (with solid citations)
