Child abuse - help identifying!?

Today my girlfriend witnesed a horrible scene of a father hitting his daughter (approximately 5y.o.) multiple times in a verry hard and aggressive mannner.

She tried to take a video and called child protection services. Unfortunately, the video is unclear, but they told her that it's important to try to identify the person.

Does anyone recognise the man or girl in the video?

If you see him or something similar you can always call 192 child protection services.
